Assam is seeking to reduce the default eco-sensitive protection zone around Kaziranga National Park from 10 km to just 1 km, arguing that the existing restrictions are holding back infrastructure and development around the protected area.

The proposal has triggered a wider debate over how to balance urban and economic development with wildlife conservation.
Why Does the 10-km Zone Matter?
An eco-sensitive zone (ESZ) is intended to act as a buffer between a protected area and intensive human activity.
Importantly, 10 km is a possible outer limit under national ESZ guidelines, not a mandatory uniform distance for every protected area. The width can vary depending on ecological sensitivity, wildlife corridors and landscape connectivity.
The current debate concerns the default protection applicable around Kaziranga while the specific ESZ arrangement remains an issue.
Assam’s Development Argument
The Assam government has argued that the existing restrictions can complicate infrastructure and development projects in settlements surrounding Kaziranga.
The state is seeking greater flexibility for roads, civic infrastructure and other development in areas outside the national park itself.
The question is whether reducing the default protection distance would make it easier to build while still safeguarding ecologically important areas.
Wildlife Does Not Stop at the Park Boundary
This is where conservationists' concerns become particularly important.
Animals do not recognise administrative boundaries. Rhinos, elephants and other wildlife can move through surrounding landscapes in search of food, water, breeding grounds and safer habitats.
Assam itself has officially identified nine animal corridors connecting the Karbi Anglong Hills with Kaziranga National Park, underscoring the importance of connectivity beyond the park's formal boundary.
What Happens If Corridors Are Fragmented?
More roads, buildings and human activity can potentially fragment habitats and disrupt animal movement.
For large mammals such as elephants and rhinos, losing movement routes can increase the possibility of:
Wildlife-vehicle collision Human-wildlife conflict Habitat fragmentation Disrupted seasonal movement Loss of access to feeding and breeding areas
The impact depends heavily on where development occurs, rather than simply how many kilometres the ESZ covers.
Development vs Conservation: Does It Have to Be Either-Or?
The debate does not necessarily have to be framed as development versus wildlife.
Better planning could allow essential infrastructure while protecting identified corridors and sensitive habitats through measures such as wildlife crossings, controlled construction, ecological impact assessments and restrictions on high-impact activity in critical zones.
The challenge is ensuring that development does not gradually eliminate the very landscape connectivity that makes Kaziranga's conservation success possible.
Why Kaziranga Is Especially Important
Kaziranga is one of India's most important wildlife landscapes and is home to a globally significant population of the greater one-horned rhinoceros, along with elephants, tigers and numerous other species.
The Assam government's own recent notifications show that the protected landscape around Kaziranga continues to be expanded through additions to the national park and tiger reserve.
That makes the debate over what happens outside the park just as important as what happens inside it.
